NOTE: This operation is only accessible once the following conditions are fulfilled:
- Clear DV-3 with 3 stars after defeating at least one R-31 Heavy Power Armor.
- Clear DV-5 with 3 stars and without defeating Dorothy (the player must let her to a Protection Objective).
