Emperor Fyodor Vladimirovich of Ursus is an NPC in Arknights. He makes a short appearance in the end of Episode 08.
Background[]
Fyodor is the son of Vladimir Ivanovich, the previous Emperor of Ursus known for his victorious military campaigns. However, following his father's sudden death, the empire has begun to deteriorate starting from the failed invasion of Higashi during the Bloodpeak Campaign, forcing him to take the throne to stabilize the situation. To his disappointment, even though Fyodor wants to be a pacifist and a moderate reformist to improve the Ursines' livelihood and end the persecution of the Infected, his proposal is frequently objected by the stubborn, ultranationalist aristocrats who control much of Ursus' military and despise him for being too weak compared to his father. So far, only the royalists led by Viscount Islam Witte remain faithful to his attempted reforms.

After the end of the Chernobog-Lungmen incident, Witte presents the report to Emperor Fyodor. He tries to calm the emperor by reassuring him that the nobles of Ursus were still loyal to him. However, the infuriated Emperor was further incensed by his sugarcoating, and orderes him to list out the masterminds behind the incident. After Witte reluctantly reveals the preparators, the Emperor curses them that were cowardly traitors and should have feed them to the Flesh Buthidas. After calming himself from his anger, he then politely asks for forgiveness and comments that he must not resort violence to settle the matter, something he sees as brutal and old.
During this conversation, Fyodor also asks Witte about the existence of the numerous Ageless amidst the country, specifically the "Deathless Black Snake." To the Emperor, he sees the Black Snake as nothing immortal and can be defeated somehow. Before departing to meet Yurodstvo, he asks Witte that whether his reform could make Ursus great again, and all Witte could answer is that he is trying his best not to return to his father's path as a warmonger.[1]
