Silence is a status effect in Arknights.

Effect

Only enemy units that can be inflicted with Silence, who are indicated by a "cross" symbol visible above them, sometimes accompanied by a lightning bolt. In this state, the enemy will become unable to use their abilities, such as Crownslayer's blink and Sarkaz Caster's leash; passive abilities such as Infused Originium Slug's death explosion will also become disabled.

Not all enemies' abilities can be disabled when they are silenced, notably Possessed enemies' HP regeneration. In addition, most bosses, especially ones introduced after Episode 07, are outright immune to being silenced.
